Dear Friends:

The National Partnership of Microfinance Market Stakeholders (NAMMS) and the Russian Microfinance Center (RMC) are pleased to invite you and your colleagues to join us at the Xth Anniversary National Conference on Microfinance "New Decade, New Challenges: Regulation as a Driver of Development", to be held on November 16-18, 2011 in Moscow.
The Chamber of Commerce and Industry of the Russian Federation (RF CCI) is the co-organizer of the Conference.

About the Conference
The upcoming conference will be a very special event. Just 10 years ago, microfinance in Russia was perceived as an initiative of just a few enthusiasts and existed as pilot projects. It was not until 2002, at the First National Microfinance Conference, that we set a goal of building a strong, high-quality microfinance industry in Russia.

Over the past years Over the past years due to our persistent joint work we have managed to create a professional, nation-wide microfinance sector and advance financial inclusion on the agenda of the government and professional associations. Microfinance has become an integral part of the Russian financial system and enterprise community, making impact at the international level. Microfinance has become an integral part of Russian financial system and enterprise community, making impact at the international level. New achievements, however, bring about new challenges.

The upcoming Conference will be devoted to the development of global priorities for creating an all-inclusive financial system in Russia and enhancing access to financial services for the next decade, in line with the priorities of the G20 and the National Action Plan aimed at the implementation thereof. The key issues to be discussed at the Conference include:

  • initiatives aimed to improve legislation and regulation to further enhance access to financial services;
  • use of financial innovations (e-money, mobile money, banking agents) and high quality management of inherent risks;
  • ways to provide growth and avoid imbalances in the development of non-bank financial institutions (credit cooperatives and microfinance institutions);
  • ways to increase transparency of microfinance institutions and enhance consumer protection.

These and other issues will be addressed by the Conference plenaries, round tables, panel sessions and master classes. Our Investor Fair, as usual, will provide a forum for meeting potential investors and engaging in private negotiations.

NAMMS is the main conference organizer. Co-organizers include RMC, the Association of Russian Banks, OPORA Russia, the League of Credit Unions, the Rural Credit Cooperatives Development Fund, the Microfinance and Development Non-profit Partnership, and other associations of microfinance market participants.

We plan to invite high-level Russian government officials to address the conference plenary, including Deputy Prime Minister and Minister of Finance Alexei Kudrin, Minister of Economic Development Elvira Nabiullina, Deputy Chairman of the Bank of Russia Tatiana Chugunova, Director of the Federal Service for Financial Markets Dimitry Pankin, leading members of the State Duma and the Federation Council.

Let us note that the Conferences organized by the RMC and NAMMS in 2009 and 2010 were among the Top-3 events of the Global Entrepreneurship Week held in over 150 countries worldwide.

This year, the Conference will be supported by the Group of Twenty (G20), its Global Partnership for Financial Inclusion (GPFI), the World Bank, the UN, and other highly respected international development institutions.

Attending the Conference is an opportunity to learn firsthand about innovation in microfinance and to exchange views on some of the most pressing issues in providing distance financial services. The event is designed to allow plenty of time for informal professional networking.
